The Russian Government has expanded the borders of the Amurskaya advanced development territory in the Amur Region to facilitate a new investment project in the Zeya District. This expansion is aimed at supporting the construction of a mining and processing plant dedicated to ore processing, specifically at the Kun-Manye deposit.
Governor Vasily Orlov of the Amur Region commented on the development, stating, “The large copper and nickel processing plant will give a powerful impetus to the development of the northern territories of the region, providing not only jobs but also generating billions in taxes for various government budgets.”
The Russian Government’s press service reported that the project is expected to create over 1,700 jobs and attract more than 114 billion rubles in private investment. The TOR (Territory of Advanced Development) is a strategic initiative designed to boost priority economic sectors and draw new investors by offering companies benefits such as a free customs zone procedure.
According to reports from last spring, the Kun-Manye mining and processing plant is slated to begin operations in the Amur Region by 2028, with Highland Gold leading the construction efforts. Project implementation began last year, with geological exploration and technological studies conducted on-site. The project is currently in the design phase, with field surveys and infrastructure development, including the construction of access highways and power transmission lines, underway.
This expansion marks a significant step toward enhancing the economic landscape of the Amur Region by leveraging its natural resources and attracting substantial private investment.
