Rusal to Begin Design Work on Alumina Refinery in Leningrad Region

Design work on Rusal's alumina refinery in the Lomonosov district of the Leningrad Region is set to begin in late 2024 to early 2025. The project involves an investment of approximately 400 billion rubles, with potential cost increases of 10-15%.

Dmitry Yalov, Deputy Chairman of the regional government, stated that the construction of the alumina refinery would ensure the independence and security of the Russian aluminum industry.

Currently, surveys are being conducted for the port terminal and road infrastructure. Final decisions will be made following the environmental impact assessment.

The agreement for the refinery's construction was signed at SPIEF-2023 by Alexander Drozdenko, Governor of the Leningrad Region, and Evgeny Nikitin, General Director of Rusal. According to the agreement, the first stage of the project, with a capacity of 2.4 million tons, is scheduled to be completed by 2028, with the second stage, also with a capacity of 2.4 million tons, set for completion by 2032.
